Definitely agree about the allergy testing. There are so many triggers that can cause a flare up... it's so frustrating! Until you find something from the doctor that works, maybe take a really close look at the ingredient lists of your detergents/soaps/lotions/etc? I know with my girls, phthalates,...

I've had very similar struggles with my 11 year old girl.. she has had horrible flareups of eczema since she was an infant, and it gets really bad when she is under stress (6th grade has not been friendly to her skin...).
