If topical treatments do not work for you, then you can try getting a laser treatment using pulsed dye laser (PDL). I would recommend PDL over the use of Intense Pulsed Light (IPL). You may have to search further for a laser centre with PDL... depending on where you live.

Once you have a diagnosis from a clinical professional, then I can recommend pulsed dye laser. But you might want to try some topical creams first.

The only way is to see a dermatologist or skin specialist. You will have to get a referral from your GP. Some GPs have special interest in dermatology and may be able to help you at the appointment.

Have you visited your GP to perform a patch allergy test? You may not be allergic to all SPF? If you are, then I should imagine that there will always be product (I assume you mean moisturisers etc.) that will not contain SPF, especially as it is known that some people are allergic to SPF. "Dark spots" is a little vague. Do you mean sun spots caused by sun damage? If so, then Q-switched laser is an extremely effective treatment. However without seeing the spots, I cannot make an informed comment. It may be prudent to get a diagnosis from your GP before seeking the solution.

It is hard to say what this might be without more information. I would suggest going to your GP as there may be an underlying cause that needs medical treatment.
