Dry skin on the legs is common. I would agree with previous advice. Think about the emollient you are using. Skin needs to be hydrated (via humectants like urea) and then prevented from drying out with occlusives (like vaseline). I would try balneum plus cream as a start and then ask your pharmacist...

This may represent a halo neavus and is normal finding. It is difficult to give you a firm answer. I would recommend that you take photos of the mole and its changes and show your GP, they may want to refer you to see a dermatologist to be sure.

I agree with the above, I personally always recommend SPF 50 with a high UVA rating as well (shown by the round circle with a UVA in the middle). The best sunscreen is the one you will use and suits you. So try a variety as there is such a huge range available from creams, oils and tinted sunscreens...
