Hello. This is probably more common than I know, but I react very quickly to certain medications. Aspirin based meds give me asthma, and I get nasty rashes with penicillins.

But worse are the analgesia sprays like deep heat etc. which give me huge wheals wherever the spray touches and my blood pressure drops so far I almost pass out. The burning is very intense even putting a wet cloth one the area to sooth it, if that touches another part of my skin I get the same effect. Is this a true allergy or intolerance?

I am intolerant of gluten and dairy plus NSAIDs and alcohol. All of which give bad digestive problems. Even the base of alcohol in oral morphine I was given left me in a lot of stomach pain. Mouth wash containing alcohol burns my mouth. Local anaesthetics also cause me to feel ill and I've fainted a couple of times. Dye injected into the blood for investigations makes my throat tighten, I feel sick and dizzy. It gets worse each time it's happened.

I find it difficult to distinguish between allergy and intolerance. Is there a criteria?

It can be difficult to distinguish allergic reactions from other irritant reactions, as you describe. The first step would be to discuss these concerns with your GP who can refer onto a specialist if appropriate.
