Is there anybody who specialises in this condition? many dermatologists have never seen it either .

Thanks for your question.

This condition is one of many where there are small prominent blood vessels near the skin surface. These are known as vascular lesions.

Laser treatments can be effective and it is important to rule out similar appearing vascular lesions that are associated with other health conditions.

Most dermatologists should be able to help, however I am not aware of a anyone with a specific specialisation in this.
