Low thyroid but high thyroid symptoms

I have high level symptoms - anxiety, hot flushes - but my readings are for hypothyroidism. My GP - lovely man - says its because my thyroid is trying to 'kick start' better production - but the pattern of symptoms has been going on for years - it was assumed to be menopausal - and doesn't vary as dosage increases. I don't have any low level symptoms.
I haven't seen any reference to this pattern in any of the literature, and am a bit concerned that there may be another element to my condition that is being overlooked.
Is this combination normal?

Symptoms of hypothyroidism are many and varied. The important thing is that you are on the correct dose of T4. Some symptoms and signs of hypothyroidism can take a year or more to resolve. generally remaining symptoms are probably not thyroid related
