Tight foreskin

Hello I am a month from being 17 and I have a tight foreskin that I am worried about.

When my penis is flaccid I can pull my foreskin back all the way. But when I have an erection it only comes part of the way. On some days it comes almost right down but then suddenly the next day it's tight again.

What can I do to fix this?
