Partial Erection Issue

I've had this problem for several years now. I have no issues getting or maintaining an erection, however only the lower half / base of my penis gets fully erect. The end half, though erect, is only partially so. It's enough to have sex with, but barely. I've tried using a cock ring to keep the end better engorged, and though I can get the blood up there, the ring tends to roll or slide forward pushing everything right back out. I've been considering using a penis pump with a ring to see if that helps. Any suggestions?
