Firstly, I would like to reassure you that male condoms are 98% effective at guarding against STIs and pregnancy, as long as they are used correctly.
Are these bumps new to you or have you noticed them before? Some men do have tiny lumps and bumps which cover parts of their penis, which is entirely normal for them. If you haven't noticed these before, I would suggest a quick check up at your GP or sexual health clinic for peace of mind. I generally recommend an annual sexual health screen for all my patients who are sexually active. It is also recommended to have a check up each time you change your sexual partner.
