Hi!
It can be confusing, but a few basics is to moisturize and also to find out if there are any triggers from allergy test. How old is your sister? Puberty may bring about a change in skin too. For homeopathy,some reported it works but based on studies that I've found over pubmed, seems to be unconvincing. If your sister is young, should avoid antibiotics.. oral meds is not often prescribed for eczema, is her skin infected?

Based on this study in January 2013, there is no significant difference between using homeopathic treatment versus conventional treatment, thus implying that the higher cost of homeopathy is unjustified.
