There is no doubt that hormones play a part in many aspects of skin disease as they do in just about everything. First make sure you are treating your eczema vigorously with constant emollients and appropriate strength topical steroids (Protopic and Elidel not recommended in pregnancy.) Sometimes people get so involved with other factors they forget the basics!
If your PMS and eczema appears linked with hormonal changes then a Gynaecologist with an interest in hormones may be able to help further.
