That doesn't sound very good at all.
If you have atopic eczema (the type that comes in childhood, and sometimes with asthma and hay fever) you may have thickening of the skin called lichenification - atopic eczema is linked to having dry skin, and as well as regular use of moisturisers, if habitual scratching and rubbing has become part of the picture, the skin thickens up.
