The two common conditions that first come to mind are a recurrence of her eczema or a condition called Juvenile plantar dermatosis. This is also caused trainer disease because it appears to be related to constant wearing of trainers and affects the forefoot toes and balls of feet. It resolves with exposure to the air as much as possible and simple emollients whilst trying to avoid the trainers as much as possible ....preferable leather shoes. It would no harm if you tried Eumovate ointment twice daily for a week or so to see if it is eczema. If not improving then consult your GP.
Lastly we are very reluctant to use aqueous cream because it contains SLS (sodium laureth sulfate) which strips off the top surface of the skin and should only ever be used as a wash off product if at all. The PCDS web site is a useful resource for advice and pictures www.pcds.org.uk
