I would be hopeful that ED has become a much more normal thing to talk about with your GP - it may be worth asking the receptionists if there is a GP who has an interest in Men's Health.
Yes, the testosterone level is low normal but needs to be repeated through a lab, with a 9am specimen being taken - he should also have a fasting lipid profile, an HbA1c test for diabetes and a blood pressure check.
Try to reassure him that this is not something for him to be embarrassed about and his GP is likely to have seen loads of people with similar problems - I know I have. There is so much that can be done to improve the situation - he needs to make an appointment - good luck!
