Sunscreens and drinking fluids do not prevent people and especially children from overheating. In such case protective clothes including hats can be somewhat helpful, as well as to some degree fluid intake. There is no hard and fast rule about how long to stay under sun I am afraid. It depends on the intensity of sunlight, wind, temperature of air and so on and one has to use common sense.
