Help with practical coping strategies.

The Blue badge scheme covers children ubtil they are three after that age the standard mobility based rules apply. In a case where a child has a medical condition that requires frequent changing it's far easier to cope if a car can be used to carry the large amount of supplies necessary to keep them clean and changed. Also a acr provides a platform for changing. Does anyone know of instances where a blue badge has been issued in these circumstances? Alternatively is there another option?
