Why is my skin like this?

So I've always had dry eyes since I could remember. They would flare up every Spring causing my eye to become very watery and the skin around my eyes irritated. This March during one of my usual dry eye episodes, I woke up with something like an extra fold of skin or a bump under my eyelid.

The doctor said it's probably eczema and suggested a cortisone cream for a week. It went down so I stopped the cream and after two weeks I had another flare up (accompanied by dry runny eyes). I applied the same cream for one week and it went down again only to return after a couple of weeks again. This time the doctor suggested to try the cortisone cream for one week and then follow up with an anti inflammatory cream.

So it went down again but never cleared up. It's worse when I wake up and after a hot shower when my skin is more dry. I am not convinced it's eczema...

It's not rough and I can't feel anything underneath, it's just like my skin became loose and bumpy looking overnight. When I stretch my skin it goes away. Any thoughts?

I posted a picture of a flare up when it was irritated a few weeks ago, and then one from today after applying moisturizer which makes it go down, and one again from today after a hot shower. I appreciate any ideas as I am getting a bit concerned.

Hi. I sincerely sympathize with you, as I faced a similar problem a couple of years ago. At first it looked like a chemical burn. Then, after the redness and swelling subsided, my skin just sagged and became flabby. It took a while to restore my skin to a healthy look. Through trial and error, I realized that I had such a reaction to creams and serums with a high content of retinol. I live in Russia and after this incident I began to use only cosmetics from local manufacturers. I'm not sure these brands will tell you anything. But maybe you can find products that are similar in composition. So, the (ampoule) serums from Teana helped me a lot, I mixed them with my eye base cream and applied it under the eyes in the morning and in the evening. The base cream that I still use is from Black Pearl. Black Pearl is a very popular brand among women 30+ - 70+, as it really works without causing any side effects. I will not write about other products, as there are a lot of them in our market. But I'm not sure you can buy them in your city. In any way, maybe this is your cream, or maybe something else, but I wanted to share my experience. Hope it helps you. Good luck!
