Periodic rash below mouth

Over the last few months, my skin below my mouth has been rough with a small non-itchy pink area below the corner of the mouth. The GP has at various times prescribed steroid creams and it fades for a few days and then reappears. From a distance you can't really see it but closer up, you can. Below the middle of the mouth, the skin is also a little raised where it looks like the stubble is trying to push through. Any advice appreciated.
