Strange skin condition!! Please look at photo and see if you can identify thank you

Hello, could anyone help me with this strange skin condition on my hand.
I have a group of tiny bumps on the palm of my hand with brown dots in center. They are only about 1/2 - 1mm in size and they have been there unchanged for several years now. I do not know if it is related but at least once a year i get a case of what appears to be dyshidrotic eczema where i get one or more blisters appear then my hands get very dry and peel which take a couple of months to heal again. Thank you
